There is a rollover limit of 13, and when this happens all additional money is used to bolster the rest of the prizes. But even with odds of 1 in 139 million, this is quite rare. It is not unusual for the jackpot to rollover two or three times in a row, but it is very unusual for it to rollover enough times to get anywhere near this limit.
